The 37th International Psychoanalytical Congress, held in Buenos Aires, Argentina, from Sunday, 28 July, to Friday, 2 August 1991, will be remembered as a landmark in the psychoanalytic movement because it was the first one to be held in Latin America. It was organized under the auspices of the four Argentinian Societies: the Asociaciòn Psicoanalìtica Argentina (APA); the Asociaciòn Psicoanalìtica de Buenos Aires (APdeBA); the Psychoanalytic Society of Mendoza and the Psychoanalytic Study Group of Cordoba, which became a Provisional Society during this Congress. The meetings were held at the Sheraton and Plaza Hotels under the patronage of the Argentinian Minister of Education, Mr Antonio Salonia.

The theme of the Congress was 'Psychic Change: Developments in the Theory of Psychoanalytic Technique'. The Programme Committee was chaired by Harold Blum (New York), and the Co-Chairs were Waldemar Zusman (Latin America) and Lore Schacht (Europe). The IPA is greatly indebted to the members of the Local Arrangements Committee for their outstanding efficiency, and especially to the two Co-Chairs, Susana Lustig de Ferrer (APA) and Isidoro Berenstein (APdeBA), the two Co-Secretaries, Sara Zac de Filc and Miguel Angel Rubinstein, and the two Treasurers, José G. Plaza de Ayala and Samuel Zysman.

The opening of the Congress was marked by a joint reception by the IPA and the host Societies, held at the Sheraton Hotel on Sunday, 28 July, and attended by over 3000 participants who enjoyed a magnificent dinner and dancing party.
