The first partial Executive Council Meeting of the new Administration met in London. It considered the critical situation which had arisen in Rome because insufficient financial information had been provided to Component Societies.


The second partial Executive Council Meeting convened in Buenos Aires. Issues relating to the non-payment of dues, the establishment of a research section and amendments to the Constitution, including the introduction of a mail ballot, were on the agenda. Other meetings held in Buenos Aires included a meeting of the President, Secretary and Executive Director with the Local Arrangements Committee for the Congress and a meeting of Dr Amati Mehler with Dr Blum, Chair of the Programme Committee for the 1991 Congress, and one of his Co-Chairs, Dr C. M. Aslan. The President and the Secretary also met with the Boards of APA and APdeBA and the President of the Mendoza Society.


The third of the partial Executive Council Meetings took place in New York. It also considered such matters as the setting up of a research section, and looked at issues of communication with Component Societies which could be assisted by Liaison Committees. Concern was expressed with regard to IPA affiliation in areas where psychoanalysis was starting to develop.
