The survey on which this report is based was undertaken by the Ministry of Health and the Medical Research Council in the autumn of 1942. Its original purpose was to obtain information on the adequacy of psychiatric out-patient facilities to deal with the psychiatric troubles of a civilian population subjected to more than three years of war. The publication of the Beveridge report in December 1942, however, suggested that the survey might also consider 'how the psychiatric services of this country might be improved after the war.'
