The Committee on the Constitution and Byelaws herewith proposes amendments to the Constitution and Byelaws following suggestions made during recent discussions by the Executive Council and Officers of the Association. The proposed amendments provide for:

I. Administrative changes in the procedure for the nomination of Officers and Executive Councilors.

II. Applications by a Provisional Society for full Component Society status.

III. Responsibilities of a Provisional Society regarding training.

IV. Treasury matters; Binding Resolution.

V. Right of appeal on termination of Membership.

VI. A limited vote for Associate Members.

VII. Requirements for tax-exempt status in the United States of America.

The publication of these proposed amendments in this Bulletin is in accord with Article 9(a) of the Constitution. The proposed amendments will be discussed at the Business Meeting in Madrid on 27 July, 1983 together with any modifications recommended by the Executive Council in the interim. After discussion at the Business Meeting the proposed amendments will be submitted to the Membership for a mail ballot (cf. discussion, 145th Bulletin, 1981, pp. 132–133). The Business Meeting may adopt any proposed amendment as a binding resolution.

The considerations which led to the proposed amendments are as follows:

I. Nomination of Officers and Executive Councilors

In order to facilitate administrative procedures, it is proposed to change the posting of nominations by the Nominations Committee to 48 instead of 36 hours before the Business Meeting; and nomination lists be closed at 2:00 p.
