Dear Professor,

The tediousness and increasingly bleak prospect of a favorable outcome of our petition to General Staff Physician Dr. Frisch in the War Ministry has called into question the possibility of holding our Congress at all.1 When I made the suggestion of holding it in Budapest, it turned out that I have only put into words the secret wish of Rank and Dr. Freund. “En petit comité,” we thereupon decided to proceed on our own recognizance; we sent telegrams “to all” concerned and began preparations for the “Psychoanalytic Congress in Budapest.” It would have cost us much time to seek out your opinion; we also knew that in such questions you like to reply: “I am passive!”—We had Fräulein Annerl informed of this turn of events by telegram.

Working together with Rank and Dr. Freund seems to be going very well. The goodwill and energy of the former2 and Rank's ingenuity and skill complement each other very well.—I
